Description
Per phone call with Josh, the 1-hour bug has cropped up again on the 2.2 installs.
This is a meta-ticket, I will create 2 others for the various defects that cause it

This bug should have been addressed in Changeset 675, in the
init_data_collection_db.py fixes.
